When it occurs

The API key exceeded the rolling 2-second window (100 requests) or the rolling 24-hour quota (30,000 requests).

Handling

The response carries Retry-After (seconds). Pause until it elapses, then resume.
detail is "Rate limit exceeded (rate)" for the 2-second window and "Rate limit exceeded (quota)" for the daily quota.
A request blocked by the 2-second window does not consume daily quota.
